Creating a Postgre user is very easy . Just login into your CPanel and goto the PostgreSQL databases interface.
In the add new user box , fill in the required information. Your username will always be added as a prefix.
In order to add user to an existing database use the ADD USER TO DB form. Select the required database and click submit.
